3. Minutes of the Last Meeting

The minutes of the October monthly Parish Council meeting held on 26th October 2016 were read, proposed and seconded as a true and correct record.

The minutes of the Planning Meeting held on 8th November 2016 were read, proposed and seconded as a true and correct record.

4. Public Time

4.1 Craig Ralston gave an introduction to the work Natural England is doing in the community. They are looking at opportunities to engage with local Parish Councils and residents.

5.1   Planning applications

5.1.1        Land West of Hagg Wood, Broad Highway, Wheldrake (16/02559/FUL)

  • Siting of an agricultural workers mobile home
  • Dated by CYC 10 November 2016 and comments by 1 December 2016
  • It was proposed, seconded and unanimously agreed with two abstentions that Councillors object to the application. The proposed location of the mobile home is within the greenbelt and it is an inappropriate structure. Councillors were given reassurance at the initial planning meeting for the site that accommodation was not required. Councillors would also like to question why a sewerage treatment plant has now appeared on the application when it was not on the original plan.

  • It was proposed, seconded and unanimously agreed with one abstention that Councillors have no objections to the application.

5.2   Planning Decisions

  • Reduce 3no. trees by 30% in a Conservation Area
  • No objection by CYC dated 24 November 2016. Noted.

5.2.2      Replacement Telecoms Ariel on Industrial Estate approved on 14 November. Noted.

5.3   Planning Enforcement Issues

5.3.1        29 Main Street, Wheldrake (16/00190/EXTH)

Unauthorised siting of shipping container to rear of property. Ongoing investigation with CYC.

5.3.2      53 North Lane, Wheldrake (1600329/EXT)

Unauthorised erection of fence on village green. The planning enforcement officer has reported that there is no planning requirement for the planting of the hedge. The fencing has been erected on the boundary of the curtilage with the hedge outside as such there is no breach of planning and the officer has recommended for the case to be closed. 

5.3.3      21 Derwent Park, Wheldrake (15/01354/FUL)

Variation on planning conditions - rendering to property. Reported to CYC and resident also contacted CYC. No update.

5.3.4      Wheldrake Industrial Estate (16/00494/COU)

Possible unauthorised change of use. No update from CYC.

5.4   Local Plan

Potential delay in local plan consultation process. Suggested that it could be another 6 months. Local Plan working group meeting planned for 5 December 2016. To report back at next meeting.

6. Financial Matters

6.1 Grant applications received for Wheldrake Recreation Association (WRA) support grant for refurbishment of village hall £25,000, WRA annual field maintenance grant 2017/18 £2000, Wheldrake Youth Club £1000, Wheldrake Junior Football Club (WJFC) £400, Wheldrake Parochial Church Council (PCC) £500. Cllr Arnold reported that the WRA field maintenance grant and the WPCC grant are built into the budget each year so do not require a grant application and explained that if the WRA ever folded the responsibility to maintain the land would fall to WPC. Resolved to consider all grants at the Budget meeting.

7. Consider and review Parish Projects

7.1 Community Emergency Plan

  • Cllr Tetzner reported on a meeting that took place with CYC representative.
  • Estimated budget of £75 for items for the emergency box such as stationary. CYC will provide some items free such as high visibility jackets. Location of box and rest centre to be decided.
  • Written plan to be presented to Parish Council for comments and then it will be submitted to CYC for testing.           

7.2 Wheldrake Village Hall

  • Still work to be done both internally and externally but more funds required.
  • Issue raised with lack of internal door that was on original plans. WRA to resolve.  

7.3 Communications working group update

  • Draft plan has been circulated. Defer until the January meeting.

7.4   Defibrillator at the village hall.

Motion proposed to retain any excess in a restricted fund for the upkeep, and eventual replacement, of the Wheldrake Village defibrillators in the future. Proposal unanimously accepted by Councillors.

7.5 Friends of Wheldrake Park

No update.

8. Consider and Review Reports and General Matters

8.1 Police report

No report sent this month.

8.2  Play area inspection and repairs

Report to be presented to Councillors next month. Cllr Gilligan to grease roundabout.  

8.3  Sandholes wood

Nothing to report this month.

8.4   Repairs and Maintenance

  • Ponding of water at Greengales Court. No further update.
  • Hole outside 21 The Courtneys near water supply. Reported to Yorkshire Water 08.09.16. Morrisons Utilities inspected hole and reported back saying it needs to be passed to CYC. Cllr Mercer to report to CYC.
  • New dog bin has been installed on Back Lane South. Damaged bins on Broad Highway and Back Lane South have been reported to CYC. Awaiting action. Cllr Mercer reported that the new bins need to be ordered in quantities of ten so an order will have to wait until other areas request them. To investigate replacing broken ones with the old type if any available.
  • Pothole and ponding on Main Street near old railway crossing / Calpin development. Reported by Clerk to CYC. No progress.

8.5   Quiet Lanes

Proposal to ensure Broadhighway is a multi-use single track quiet lane. Previously investigated in 2009.

Cllr Tetzner to report on progress at a future meeting. Cllr Randon to look a previous findings. Cllr Mercer to investigate with CYC.

8.6   No. 36 bus service

Report made to bus company about the irregular timings on the 9am Saturday service.   

8.7   Village Christmas tree and lights

Village lights have been erected. Village Christmas tree to go up Friday. Cllr Randon to put lights on it.

9. Parish Council Personnel

9.1 Consider Grievance Policy, Dignity at Work Policy and Personnel Committee.

Proposed documents circulated to Councillors prior to meeting. NALC document relating to the grievance policy needs to be personalised to the WPC. Agreed to adopt.

Dignity at work policy to be deferred until next meeting. This will deal with issues relating to external contractors.

A proposed committee was discussed to deal with HR issues. Resolved that this was not required as it is a small Parish Council.

9.2 WRA representative

Cllr Arnold has resigned from the WRA and is concerned about the lack of a financial plan and raised an issue that the WRA reported at their last meeting that a custodian Trustee cannot be a trustee of the WRA. Resolved that Cllr Randon will contact the Chair of the WRA to clarify where the Parish Council stands on this.

9.3 Councillor Co-option

Application received for a position on the Parish Council.  

10. Next monthly meeting

  • It was confirmed that the 2017/18 budget meeting is to be held on Wednesday 14th December 2016 and the next monthly meeting of the Parish Council is to be held on Wednesday 25 January 2016.
  • CSE – CPRE future energy landscape project.
